Francis (Frank) Coen was the son of Michael and Elizabeth Coen. He was a Liberal Party candidate for the Australian Federal Election in 1914 and was practising as barrister at law when he applied for a commission in the A.I.F. on 18 June, 1915 at the age of 31.
