本文研究“竞争中立”概念界定、国际实践和规制要求,借鉴经济合作组织(OECD)的产品市场规制指数(PMR)、竞争法和竞争政策指数(CLP)、政府采购指数(BPP)、竞争评估等研究方法,分析了47个国家的国家管制、国有企业渗透率、政府对网络型行业的干预程度,初步构建了国际“竞争中立”衡量指标,比较澳大利亚、新西兰、美国、英国、金砖五国和越南等十国“竞争中立”水平,为中国推进“竞争中立”提供经验借鉴。
