Bourkes State was executed by Edward Baily R.A. (1788-1867) and unveiled by Governor's successor, Sir George Gipps, on 11 April 1842. It was moved a short distance to the present site outside the Mitchell Library Building in 1926 after the erection of the Shakespeare Memorial nearby.

Title taken from Conrad Martens' Account Book (now in the Dixson Library) in which he listed all his sales. This painting was listed on 27 June 1842 as "View Harbour & Statue Lewis [erased, and replaced with] P.W. Flower Esq."
