John Howe was born in England in 1774. After arriving in New South Wales in 1802 he received a grant of land at Mulgrave Place on the Hawkesbury River. In 1811 he became the licensed auctioneer at Windsor. He was chief constable at Windsor from 1814 to 1821 and coroner during the next seven years.
