Allan Power was born in Double Bay, Sydney in 1890. A marine engineer by trade, he enlisted in Sydney in September 1915 at the age of 25. He embarked as a sapper in the 1st Field Company, Australian Engineers. In January 1916 he served in the 4th Field Company, Australian Engineers based in Cairo, Egypt.
